WORKING GROUP ON SOCIO-ECONOMIC IMPACTS AND POLICY ISSUES (WG-SOCIO)

ACTIVITIES

The Group held an Internal Seminar on Pricing of Irrigation Services on 15 September 2003 at Montpellier. At the Workshop, Dr. Rieu, Chairman, circulated Draft Worksheet "Guidelines for Assessing Existing and Future Costs of Irrigation Services". A final version of ICID Questionnaire Gender in Irrigation and Drainage as prepared by Ms. Van Koppen and Dr. (Ms.) Anisa Divine was available for circulation. A meeting of Task Force on developing a position paper on Socioeconomic Sustainability of Services provided by Irrigation, Drainage and Flood Control Schemes in Water Resources Sector (TF3) was held on 16 September 2003 at Montpellier. Final version of the TF3 paper.


The WG is working on several important issues like preparing guidelines on cost benefit analysis of irrigation and drainage projects, economic valuation of the social and environmental impacts of large irrigation projects. The group is compiling worldwide information through questionnaires on "Water valuation in agriculture" and "Analysis of the role of women in irrigation".

MANDATE OF WORKING GROUP

To establish evaluation parameters for judging economic, social and cultural changes brought about by irrigation development; to develop appropriate criteria for quantification of economic benefits as assessment of social benefits accruing from introduction of irrigation; to formulate guidelines for economic and financial analysis of irrigation projects; and to evaluate different models for financing and amortisation and financially sound management of irrigation projects.
